The primary legal acts on which the current system is based are the Polish Language Act and two regulations governing the operation of the State Commission for the Certification of Proficiency in Polish as a Foreign Language and the rules for organizing examinations.

The Maritime University of Szczecin organizes certified exams as an entity authorized to conduct these exams on the basis of the decision of the Minister of Education and Science No. 9/DWM/2022 of April 27th, 2022.
